To scare away birds you can fix in a static position (unmoving) but if you can add some motion this will enhance the life-like appearance to birds. It is also recommended that you change the location of your owl decoy so that the local birds don’t get used to your silent owl sentry.
To decoy in Magpies, it is also suggested that you add a magpie distress call.
